The Development Team 

Domingo Pena

Domingo Pena, the Project Manager/Developer, is a Falmouth native with an extensive background in real estate development, management and financing. He has an MBA from Ashley University, and he is a Certified HUD/FHA/VA 203K FEE Consultant and Certified Construction Manager.


After working with his family construction business in the 1970s, he obtained his mortgage broker’s license, appraiser’s license, and construction supervisor’s license, which he received in 1998. He has recently been working with the Department of Veterans Affairs as a Public Contact officer/Legal Administrator to assist his fellow veterans in need and obtaining benefits and education.


Domingo also volunteers for his local Chamber of Commerce, the Raritan Yacht Club in New Jersey, the Doris Day Animal Abuse League, Veterans of Foreign Wars, Viet-Nam Veterans of America, and AMVETS.


Mr. Pena is a Vietnam War Veteran whose exposure to Agent Orange caused him to have a double lung transplant in 2016, which has energized him to give back to the Cape Cod community via this Affordable Housing project in Mashpee.


In May 2017 he coordinated a skydiving fundraiser for the Gift of Life Family House in Philadelphia, PA to raise awareness of the dangers of the military herbicide Agent Orange for veterans’ health and the importance of organ donation.

Jacqueline D. Pena

Jacqueline Pena, wife of Domingo Pena, is the owner of record of the proposed development site. She brings 45 years of experience in the Banking Industry, having just retired as Senior Vice and Regional Manager of Investors Bank in New Jersey, managing 26 branches in New Jersey and New York.


She is currently a Trustee of the State Theatre New Jersey, a nonprofit theater located in New Brunswick, New Jersey; has served on the Board of Directors for Middlesex County College, the Raritan Bay YMCA, the Puerto Rican Association for Human Development, and the Salvation Army in her home state of New Jersey.


Her selfless commitment to her community has been rewarded with several civic and humanitarian community service awards. She continues her commitment to serving the Mashpee community with the proposed affordable housing project.

Terri Smith-Pena

Terri Smith-Pena is the local coordinator for the Development Team and resides in Plymouth, MA. She has over 20 years’ experience as a paralegal working in residential and commercial real estate transactions, corporate law and business litigation.


Ms. Smith-Pena currently works in Acquisitions for Boston Capital Partners, specializing in syndication of LIHTC and other tax credit financing. Ms. Smith Pena has also been a Massachusetts Realtor® in the Plymouth County/Cape Cod area since 2004, and currently works with Century 21 Signature Properties in Bourne, MA.


She has recently closed a development of a small subdivision in Bridgewater, representing her client before various town boards and through sale of the residential lots. She volunteers as Corporate Clerk and Secretary for her church and is a liaison to the Anglican Diocese in New England.
